(a.k.a. Boys Soccer Parents' Group) We, the parents of Franklin High School (FHS) Boys Soccer players, along with coaches, players and any other interested persons from FHS or the community have organized for the purpose of supporting and promoting the Boys Soccer Program at FHS and in the community. This organization shall be known as "The Goal Club." The main objectives and purposes of The Goal Club shall be to support the Boys Soccer Program at FHS by having members work together to improve the program and to create an atmosphere of spirit, good sportsmanship, and bonding between players, parents, and coaches. It is hoped that this, in turn, will produce a soccer program that is respected by the students, faculty, and administration of the Franklin School District and the Franklin community. The mailing address of this organization shall be: c/o Franklin High School 8222 S. 51st Street Franklin, WI 53132 The By-Laws are provided by the organization as the basis for administration and operation of the organization. The Executive Committee is the management of The Goal Club. All property of the organization is vested in them with the responsibility of sustaining the organization and program from year to year and appointing committees and chairs as they deem necessary to carry out the duties for which they were appointed. The Executive Committee shall consist of the elected Officers of The Goal Club, the Concessions Manager of The Goal Club, and the Manager and Head Coach of the Boys Soccer Program. The Officers of The Goal Club shall be President, Vice President, Secretary and Treasurer. The President shall be the Chair of the Executive Committee. The Concessions Manager and Boys Soccer Manager may, if elected, serve as Officers of The Goal Club. The Goal Club shall be known as a non-profit organization. President. The President shall preside over all meetings of the Executive Committee, delegate and appoint all committees and chairs as deemed necessary, determine time and place of meetings, prepare meeting agendas, ensure successful promotion of the organization, and be responsible for all activities of the organization. The President shall maintain an effective relationship with the Manager of Boys Soccer. Vice President. The Vice President shall perform the duties of the President in the absence of the President or in case of his/her inability to serve, shall initiate and promote the recruiting of new members of the organization, shall be responsible for any special awards from The Goal Club and preside as Chair of any By-Laws revision committee should there be a need for such a committee. Secretary. The Secretary shall record and type the minutes of all meetings, have copies of the minutes of the previous meeting available to members at regular meetings, record meeting attendance and keep records of past monthly meetings, arrange meeting room reservations, submit notice of meetings to local newspaper, and correspond in writing when requested. Treasurer. The Treasurer shall receive all moneys raised by the organization and deposit them in the organization's checking account, disburse funds as necessary for the functioning of concessions and for purposes approved by the organization, present a Treasurer's report at all regular meetings, keep balanced records and maintain an effective relationship with the Concessions Manager. Any Franklin High School Boys Soccer Parent who is interested in active participation and the objectives and purposes of The Goal Club may become a member. Any school administrator, coach, faculty, parent, student or community member who is sincerely interested in active participation and the objectives and purposes of The Goal Club may become a member. Members must accept the responsibility and obligation to promote and abide by the philosophy and By-Laws of The Goal Club, must try to insure the successful operation of the organization and be active participants in the organization. Members may be asked to resign and may be dismissed if, in the opinion of a majority of the Executive Committee, they are not acting in the best interest of The Goal Club. There shall be no membership fee. All members shall receive a copy of the By-Laws. Only active members of The Goal Club shall be eligible to vote on matters presented for voting at meetings. An active member is considered one who attends Goal Club meetings on a regular basis and participates in the activities of the Club, such as concessions, working on a committee, or fundraising. A new member attending a meeting for the first time will not be permitted to participate in a vote at their first meeting, nor shall any individual or group be permitted to attend a single meeting for the express purpose of "voting in" an item of special interest. The Executive Committee shall determine the eligibility of a member to vote if a question or dispute should arise regarding active membership. Meetings. Regular meetings shall be held monthly during the school year from September through May, except no regular monthly meeting shall be held during the month of December. Meetings shall be held during the months of June, July and August as decided by the Executive Committee or as the President deems necessary. Robert's Rules of Order - Revised, shall govern this organization in all cases to which they are applicable and in which case they are not inconsistent with these By-Laws. All non-election issues needing a vote shall be decided by a 2/3 majority vote by members and officers present at the meeting after full discussion. The President shall only vote on issues in the case of a tie. Nominations for Officers shall take place at the October monthly meeting. At least one nominee for each office shall be made from the floor and nominations may be made prior to the meeting, in writing, to the Secretary. A Notice stating the dates of meetings for Nominations and Elections shall be handed out to Boys Soccer Players, to the attention of their Parents, at least two weeks prior to the October monthly meeting. A nomination will stand after a motion of nomination has been seconded. Only those persons who have consented to serve if elected shall be eligible for nomination. Officers shall be elected at the last meeting monthly meeting during the official Boys Soccer Season, which is during the month of November, and shall take office immediately. Voting of Officers shall be by voice vote, or ballot if necessary. Proxy votes are not allowed. The individual receiving the majority of the votes will be declared the winner. In the case of a tie, the members of the Executive Committee present shall have a second vote to determine the outcome of the election; in the case of an Executive Committee vote, the President shall only vote in the case of a tie. The President shall have the authority to appoint a member to a vacated office for the duration of the year. Shall the office of President be vacated, the Vice President shall assume the role of President for the duration of the year. Executive Committee members must attend as many meetings as possible. In the event that they miss three consecutive meetings without good reason, with approval of the membership, they will be removed from their position in the organization. The Goal Club shall maintain a checking account in a bank named by the Executive Committee, into which all money received shall be deposited. This shall be known as "The Goal Club account." Upon receipt of cash or checks, the Treasurer will deposit all money as soon as possible and the amount will be entered into the checkbook. Treasurer shall make all disbursements from the account. Upon receipt of evidence of debt, the Treasurer shall issue a check. The Treasurer will maintain a record of all deposits and disbursements. The account shall be audited through the Franklin School District upon request. All fundraising for The Goal Club shall be done by selling of Concessions or by following fundraising policies established by the District. All funds shall be used for the benefit of the Boys Soccer Program, awards, or for a purpose voted on by membership that will benefit the program, school or community on behalf of The Goal Club or the Boys Soccer Program. All funds raised and properties of the organization shall be held in trust for the use of The Goal Club and shall not belong to any individual. In the event The Goal Club should dissolve, a final Special Meeting shall be held to determine what equipment, supplies and other items of need should be purchased by remaining funds. All funds shall then be used for the designated expenditures. Any funds budgeted for a specific "event" shall be placed in the trust of the Manager and the Head Coach of the Boys Soccer Program until the event shall take place. The Boys Soccer Manager shall deposit any funds not designated to a specific item purchase or event in the FHS Boys Soccer Activities Fund. The Goal Club account shall then be closed and all financial records and meeting minutes turned over to the Boys Soccer Manager. These By-Laws may be repealed or amended in any respect. Upon a motion and a second, the Vice President shall Chair a Revisions Committee, if needed, and present any changes in writing in a time frame determined by the Executive Committee. A 2/3 majority vote of the members present is needed to adopt any changes.
